General context

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

General objective

Within the Energy Transition framework, the Energy Transition Officer will provide technical support to MSF Country Offices, will contribute to capacity building of project site staff through the application and transfer of technical know-how according to MSF protocols, standards, and procedures to enable the development of the projects in perfect working conditions and optimize the impact of the medical projects.

Accountable to the Head of Logistics Technical Unit and functionally reporting to the Fleet Management, Energy & HVAC advisor, the Energy Transition Officer will be proactive on organizing her/his own agenda according to the assigned projects and in coordination with Fleet Management, Energy & HVAC advisor and operational logistics.
S/he will also work in collaboration with the Energy & HVAC MSTs (Mobile Support Technicians) and with the Energy & HVAC and Fleet Management Officer.

General tasks

  • Enhancing the capacity of the staff involved in the management or implementation of Energy Transition projects, by coaching, training and disseminating relevant information.
  • Supporting the planning processes, establishing the appropriate organizational framework and supervising the implementation of PV (Solar) installations or any Energy Transition-related projects into MSF projects, aiming at reducing fuel dependence, increasing efficiency, and decreasing emissions.
  • Establishing the necessary procedures to carry out the implementation of PV installations and Energy Transition related projects according to MSF OCBA technical standards and requirements.
  • Assessing feasibility of renewable energy and HVAC projects within the framework of Energy Transition and, when applies, carrying out the corresponding project management in coordination with the Fleet Management, Energy & HVAC advisor and the Energy & HVAC and Fleet Management officer.
  • In coordination with the Construction Technical Team and the Energy & HVAC and Fleet Management Officer, manage HVAC projects for new constructions or rehabilitations of current facilities, supporting the teams in the project site and ensuring proper implementation.
  • In coordination with the Fleet Management, Energy & HVAC advisor, contributing to develop new policies, tools, protocols and SOPs related to electricity, energy and HVAC within the framework of Energy Transition (with a local, regional or even global approach).

Specific activities / tasks / responsibilities

  • Support and coordinate the implementation of solar/hybrid projects into MSF operations when required in the aim to ensure self-sufficiency, efficiency and minimize environmental impact.
  • Create all technical documentation needed to be included in tender processes and contracts for new Energy Transition projects.
  • Plan each implementation process according Country Offices context, characteristics and constrains to ensure all stakeholders collaboration and acceptance.
  • Ensure procurement requirements according to MSF OCBA Supply guidelines and policies providing all technical necessary information to the Country Office procurement team.
  • Ensure the quality of the materials provided by the contractors according to MSF OCBA standards and carry out and document assessments and tests of new materials, if needed.
  • Ensure proper communication with and among all relevant actors involved in the PV installations and any Energy Transition related project.
  • Support Country Offices and HQ HHRR managers on selecting appropriate staff for Energy Transition related projects.
  • Provide continuous technical support to the Energy Managers in charge of the installations and actions on site.
  • Establish a maintenance/support plan to be included in a service contract with the contractors to ensure continuity of operations.
  • Monitor the installation’s operation and propose/carry out the necessary adjustments together with the contractors when needed.
  • Develop a dossier for each installation and Energy Transition related project with all relevant documentation and manuals.
  • Establish professional relationship with relevant suppliers, local or international, in order to define the most suitable implementation option in each case.
  • Manage and/or contribute to long/medium term multidisciplinary and innovative dossiers related to Energy transition.
  • Be involved, contribute and coordinate with MSFs internal initiatives on efficiency and environmental impact, related to Energy and HVAC.
  • Participate and contribute to trainings or initiatives to disseminate Energy Transition related contents and organize webinars when required.
  • Promote the use of the Logistics Library’s electricity calculation and assessment tools and documentation.
  • Participate in the intersectional and international working dynamic (support other MSF section in the country if needed).
  • Support to emergency intervention in the area of expertise if required (particularly in start-up phase).
  • In case of need, other logistic tasks will be added to the ToR of the implementation visits, such as punctual contributions to the developments of guidance papers.

Selection criteria

  • Technical degree on electrical power.
  • Experience in designing and implementing electrical installations.
  • Experience in Energy generation systems (Specially photovoltaic).
  • Experience in HVAC is an strong asset.
  • Previous project site experience with MSF is a must.
  • Other project site experience in developing countries is an asset.
  • Experience in coaching and training of staff.
  • Fluent written and spoken English and French. Portuguese, Arabic or Spanish is an asset.
  • Availability to travel in Europe and to the project site.

Conditions

  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.)
  • Temporary contract up to December 31st 2025 with possibilities to extend.
  • Full time work.
  • Annual gross salary: HQ-3A level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: December 1st 2024.
