PATH is working closely with the Ministry of Health to improve service delivery and care for the Senegalese population and the region. We are strengthening vaccine and drug availability and cold and supply chains.
PATH is partnering with Research Triangle Institute (RTI) as part of the OWOD project. The goal of this USAID Integrated District Health (IDH) in Senegal is to provide comprehensive support to health districts in five priority regions (Diourbel, Kolda, Sédhiou, Tambacounda, and Kédougou) to be more efficient, inclusive, and connected through a shared vision of universal quality health coverage. The annual work plans (AWPs) developed will be implemented in partnership with district-level actors, while ensuring that communities are strengthened in their demand for and monitoring quality health service delivery at all levels.
The USAID IDH project priorities for Year 1 are framed in the indicators and targets of the USAID Strategic Framework for 2021-2025 leading to strengthened health systems, increased access to and quality of health services, and increased participation of communities and other stakeholders.
The RTI Consortium and its partners will adopt the principles of local leadership to help the Government of Senegal further achieve its priorities as defined in the Health Sector Investment Plan, the National Health and Social Development Plan (PNDSS) 2019-2028, and the Plan Sénégal Émergent (PSE), by empowering the Ministry of Health and Social Action (MSAS) at the regional and district levels, civil society, the private sector, and local authorities to foster an effective solution and inclusive management of the health system.
The position will be based at the USAID Owod Project Regional Office in Tambacounda. Her/his activities will be supervised by the Regional Coordinator HSS, the Regional Monitoring and Evaluation Officer will coordinate the monitoring and evaluation system of USAID Owod project activities in accordance with RTI policies and procedures.
Responsibilities
Intervention planning
- Develop regional plans for monitoring the implementation of program interventions.
- Prepare monthly and submit to the RB Coordinator a dashboard monitoring the status of implementation of regional plans.
- Provide technical assistance to regional and district management teams in the development of AWPs
- Monitoring program implementation
- Ensure centralization of program-generated and routine data and ensure source security.
- Develop and submit a quarterly activity report for each region.
- Ensure the collection, verification and entry of data generated by the implementation of the program at the regional office level.
- Ensure the physical and electronic archiving of the original activity reports (attendance sheet)
- Support the organization of a quarterly regional supervision of the project interventions.
- Develop and share with the regions and partners the quarterly reports of each region covered by the program.
Survey and evaluation
- Plan with regional and district teams,
- Organize field operations for all evaluation and documentation activities
- Participate in the recruitment of additional staff for monitoring and evaluation activities
- Coordinate field evaluations, surveys and studies conducted as part of the program,
- Coordinate the organization of activities for the restitution and dissemination of the results of evaluations and surveys.
Data quality assurance
- Conduct a quarterly quality audit of the data generated by the implementation of the program on site and produce a report.
- Conduct a quarterly quality audit of service data related to indicators reported in the results framework.
- Submit a data quality audit report to the RB Coordinator on a quarterly basis.
- Provide technical assistance to regional and district teams in conducting data quality audits.
Dissemination
- Organize an annual regional workshop to review and share program data with program beneficiaries and partners
- Any other activities as requested by the RTI and PATH
Required Skills and Experience
- Have at least a master’s degree level in mathematics, statistics, computer science, demography, social sciences or related field, or Master with at least 3 years of experience in the design and implementation of M&E and management data and any other similar qualification + experience combination.
- Strong computer skills and ability to use necessary databases and statistical software such as STATA, SPSS, etc.
- Ability to use data collection software such as ODK collect, KoboToolBox, Cs Pro, etc.
- Experience with data visualization tools is an asset (Tableau, Power BI, etc.)
- Ability to compile and organize the statistical information retrieved and present the results to management
- Ability to work effectively in a collaborative work environment with strong interpersonal and facilitation skills.
- Experience individual and institutional capacities building of government organizations and NGOs in the management, analysis and use of disease surveillance data
- Experience in developing and maintaining a project database for monitoring the implementation of activities. Technical expertise in data collection, processing and analysis and feedback mechanisms is required; expertise in using mobile technologies for communication and data collection is preferred
- Experience in providing technical assistance for the maintenance of quality regional databases and information systems
- Demonstrated ability to resolve data issues and build the capacity of other members of the health system to ensure data quality
- Strong organizational, interpersonal and management skills
- Oral and written communication skills.
- Fluency in French required and good level in English desirable.
