Project Background

IESC is implementing the USAID Youth Development Activity in Senegal. The objective of the program is to provide both technical and social solutions to youth un- and underemployment, ultimately leading to youth’s greater access to productive economic resources and improved livelihoods. The program will achieve this by (1) linking youth to the skills, assistance, and resources needed to pursue employment or entrepreneurship (via self-employment) in agriculture, and (2) strengthening the capacity of local training and service providers so that they can sustainably and effectively deliver improved youth training and support programs. The program prioritizes interventions under two intermediate results:

Sub IR 1: Enhance capacity and increase access to incubators and training centers

Sub IR 2: Increase youth awareness of economic opportunities

Objective

The objective of this consultancy is to conduct a climate risk screening for the Feed the Future Senegal Youth Development Activity, analyze and summarize results, and develop a Climate Risk Management Plan (CRMP) for the life of project.

Tasks

• Review USAID’s guidelines and requirements related to climate risk screening.
• Gather relevant data on climate risk that may affect the Feed the Future Senegal Youth Development Activity, specifically focusing on proposed activities in the technical proposal and including all target geographic regions.
• Once the workplan is finalized, refine identified threats and mitigation strategies to ensure they are responsive to the needs of the project.
• Conduct and finalize the Feed the Future Senegal Youth Development Climate Risk Screening Matrix according to the template provided by USAID
• Develop a 1–2-page summary narrative of the screening results, focusing on summarizing the most significant climate risks identified, their potential impacts on the program, and notable patterns or trends.
• Develop the Feed the Future Senegal Youth Development Climate Risk Management Plan (CRMP) for the life of project. Include components such as risk assessment, management measures, monitoring and evaluation, and contingency plans.
• Review the completed matrix with relevant stakeholders for input, accuracy, and completeness.

Qualifications

• A master’s degree or higher in environmental science, climate science, sustainability, environmental management, or a related field. A Ph.D. can be an added advantage.
• 7+ years of professional experience in climate risk assessment, environmental management, or related fields. Specific experience with USAID projects or similar international development projects is preferred.
• Understanding USAID climate risk management policies and guidelines is preferred
• Ability to work with and coordinate with international teams
• English required and French preferred.

No travel is expected, coordination with HO staff and local staff required.
