Title: Grants Coordinator

Location: Dakar, Senegal

IESC is implementing the USAID Youth Development Activity in Senegal. The objective of the program is to provide both technical and social solutions to youth un- and underemployment, ultimately leading to youth’s greater access to productive economic resources and improved livelihoods. The program will achieve this by (1) linking youth to the skills, assistance, and resources needed to pursue employment or entrepreneurship (via self-employment) in agriculture, and (2) strengthening the capacity of local training and service providers so that they can sustainably and effectively deliver improved youth training and support programs. The program prioritizes interventions under two intermediate results:

Sub IR 1: Enhance capacity and increase access to incubators and training centers

Sub IR 2: Increase youth awareness of economic opportunities

The Grants Coordinator will support the administration of the estimated USD $200,000 Innovative Grant Fund. This will include working closely with the YDA Administrative Financial Manager, IESC home office Senior Program Manager, and IESC home office Global Awards team to develop the Grants Manual, coordinate requests for applications, process received applications, coordinate review committees, process/distribute/monitor small grants to recipients, and close out grant agreements according to the Grants Manual.

Duties and Responsibilities

  • Support the administration of the Innovative Grant Fund in close coordination with the Administrative Financial Manager and other YDA and IESC home office staff;
  • Collaborate with the Home Office Senior Program Manager and Global Awards team to develop the Grants Manual and ensure its effective implementation;
  • Coordinate the request, receipt, and review of grant applications, support Grant Evaluation Committee meetings;
  • Manage the administration of the grant lifecycle, from pre-award assessments to post-award compliance and reporting, including mitigating conflict of interest;
  • Liaise with the Program’s technical and operations teams to process, distribute, monitor, and close out small grants in accordance with the Grants Manual guidelines;
  • Support solicitation processes, including assisting with drafting notices of grant funding opportunities, conducting and documenting grant application analyses and evaluations;
  • Review grant budgets, grantee programmatic and financial reports, and grant payment documentation;
  • Review grant activities for compliance with USG rules and regulations, as well as IESC policies and the approved Grants Manual;
  • Coordinate with local service providers to ensure high quality capacity-strengthening services including training, mentorship, and technical assistance for grantees/partners as needed to improve their administrative, financial, grant, procurement, and program management capabilities to comply with regulations and deliver program results. Where feasible and appropriate, may lead the delivery of some of these trainings;
  • Ensure paperwork documentation for all grants includes receipt and acceptance of deliverables or products per the grant agreement requirements;
  • Maintain accurate and complete files of grants documentation; and
  • Perform any other task assigned by the supervisor to meet program objectives.

Qualifications

  • Bachelor’s degree in business, economics, finance or related field required;
  • At least four years of experience in government contracting and grant administration. Experience with USAID grants/procurement is highly preferred;
  • Experience developing a grants process for international development programs;
  • Experience in interpreting and applying USAID Acquisition rules and regulations, including FAR and ADS 303;
  • Familiarity and experience with international development principles and practice;
  • Well-organized, detail oriented, excellent verbal and written communication skills;
  • Excellent computation and organizational skills;
  • Experience with USAID funded programs or other donor-funded programs preferred; and
  • Fluency in English and French is required.
