Location: Dakar, Senegal

IESC is implementing the USAID Youth Development Activity in Senegal. The objective of the program is to provide both technical and social solutions to youth un- and underemployment, ultimately leading to youth’s greater access to productive economic resources and improved livelihoods. The program will achieve this by (1) linking youth to the skills, assistance, and resources needed to pursue employment or entrepreneurship (via self-employment) in agriculture, and (2) strengthening the capacity of local training and service providers so that they can sustainably and effectively deliver improved youth training and support programs. The program prioritizes interventions under two intermediate results:

Sub IR 1: Enhance capacity and increase access to incubators and training centers

Sub IR 2: Increase youth awareness of economic opportunities

The Monitoring, Evaluation, and Learning (MEL) Manager will work full-time and be based in Dakar. The MEL Manager will lead the implementation of the Program’s monitoring and evaluation activities and initiatives. In addition to the specific tasks stated below, the MEL Manager will monitor the Program’s progress and success against the work plan objectives and targets. Likewise, the MEL Manager will be responsible for integrating the Youth Advisory Council across YDA learning objectives.

Duties and Responsibilities

  • Lead the Program’s overall monitoring, evaluation and learning efforts, including the development, operationalization, updates, and implementation of the AMLEP;
  • Work with USAID to develop performance indicators; collect necessary baseline and annual follow-up data against approved targets to measure the results for each Activity objective and to assess the impact of proposed interventions. This includes ensuring data is disaggregated by all required variables;
  • Ensure implementation is aligned with the Quality Assurance Surveillance Plan (QASP) to ensure prevention and early detection of challenges, and implementation of timely and positive corrective action;
  • Lead data collection efforts for the baseline, quarterly, and annual summary reports;
  • Ensure on-time, accurate, and quality reporting according to contract;
  • Train activity staff in relevant MEL topics, including indicator definitions, data collection, and data dissemination and use for mid-course corrections and adaptations to approaches, as needed;
  • Build staff capacity and support them to effectively maintain the activity MEL system and processes and promote flexibility throughout implementation based on learning;
  • Deliver hands on practical training and develop standard operating procedures (SOPs) to support partners for the systematic collection of data before and after interventions;
  • Establish, documents and maintain robust data management systems to track outputs, outcomes, and impact across all interventions. This includes developing data collection tools and detailed methodologies for data collection that are inclusive of all targeted demographic groups;
  • In collaboration with the Chief of Party, develop the Youth Advisory Council toolkit or guide to help the project meaningfully integrate diverse youth to serve as leaders, particularly across monitoring, evaluation and learning;
  • Lead learning activities, including leveraging outcome harvesting and most significant change processes to ensure real time access to qualitative and quantitative data that informs project adaptation of implementation and management;
  • Synthesize knowledge and learning gained from implementation and provide data supported analysis to program leadership to contribute to USAID’s knowledge management as well as semi-annual reflection sessions with staff and partners;
  • Provide superior quality Global Indicator achievement data to IESC HO quarterly following submission of quarterly performance reports;
  • Work with USAID/Senegal and IESC’s Home Office in a collaborative manner.
  • Perform any other task assigned by the supervisor to meet Program objectives.

Qualifications

  • Minimum 7+ years of experience in design and implementation of donor funded MEL systems in Senegal
  • Familiarity with USAID MEL systems and the USAID M&E framework in Senegal
  • MEL and CLA expert including familiarity with agriculture and USAID Senegal MEL framework
  • Demonstrated experience designing program MEL plans and systems and leading data collection and adaptation of program approaches based on implementation results and research
  • Experience integrating youth participation in CLA is preferred
  • In depth knowledge of the local operating environment in Senegal is preferred; and
  • Fluency in French and excellent English written, oral, and presentation skills is required.
